Based on T.C.A.§§ 13-4-101 and 13-3-102, the Tullahoma Board of Mayor and Aldermen has established a seven-member Municipal-Regional Planning Commission to manage land use and development actions in the City's planning area which includes the area inside the city limits and the urban growth boundary (Title 14, Chapter 1 of Tullahoma Municipal Code). One member of the Planning Commission is the Mayor of Tullahoma, or a person appointed to fulfill those responsibilities. Another member is a current member of the Board of Mayor and Aldermen. The Board of Mayor and Aldermen appoint the balance of the Planning Commission through the Mayor, and one of the appointed members must reside in the urban growth boundary. The appointed members serve a five-year term and can serve two consecutive terms.
Overview
The primary duties of the Planning Commission involve oversight of new and revised development applications for commercial and service institutional (churches, schools, etc.) facilities inside the City Limits, as well as subdivision actions in both the City and the City's urban growth boundary which can range from simple lot divisions to major residential communities. The Planning Commission provides recommendations on rezoning actions and zoning ordinance revisions to the Board of Mayor and Aldermen. The Planning Commission also provides recommendations on rezoning actions and zoning ordinance revisions that affect properties inside the City's urban growth boundary to the County Commissions of Coffee and Franklin Counties. This Commission reviews variance requests, requests for annexations or any special development requests, subdivisions of property, zoning of the property, temporary uses, planned unit developments, amendments to the official zoning map, amendments to the zoning ordinance, and appeals of decisions of the City building official.
